Observation

Roger Van Hoover grabed a child by his arm or his shirt and picked him up and held him while licensor was on site conduting the MV. This must only be done if a childs safey or the safety of others is threatened. At the time of this incident the child was running around the end of the table and was not harming anyone elses safety.
